To boost GDP, you impose an intelligence tax. Anyone with a high IQ pays 50% more tax, no matter what they do! Manufacturing chemical agents or endangering public safety incurs an additional 100% tax! You love cleanliness and cannot stand the sight of vagrants and the homeless. At your command, thirty thousand police officers round up every homeless person and lock them all in Arkham Asylum! And those lively little Bat-brats keep sabotaging the city’s development. Unforgivable! You distribute wanted posters, statues, and life-size inflatable dolls of the Bat-themed vigilantes throughout every corner of the city for free, swearing to make Batman’s horrifying deeds turn every citizen against superheroes!
