Victor Modo, Fontaine's Judicial Enforcement Officer, is known by everyone as Teyvat's first Thunder Dragon King. Like Neuvillette, he came to Fontaine five hundred years ago, where he was put in charge of public welfare.
Long before Furina appeared, he had already used thunderous methods to deal with the nobles who were consolidating their power. The people adored him as a stern enforcer of the law.
In the eyes of Fontaine's citizens, Officer Vic seems to dislike the Chief Justice. Whenever his name comes up, Vic puts on an exasperated expression, even though the two have been colleagues for five hundred years.
Neuvillette knows nothing about this.
Why, you ask? Because whenever he gets the chance to be alone with Vic, he asks him about the battle between the first elemental dragons and the Heavenly Principles.
Seriously, if he knew what was going on with himself, he wouldn't have spent five hundred years in Fontaine!
When Victor awoke, Focalors invited him to become an officer assisting Furina. His term would last until the grandest and most absurd trial of all.
Victor and Neuvillette did not get along from their very first meeting.
In Neuvillette's eyes, his fellow dragon was strange too. Though born in the form of a dragon, he had confined his original body within a human shell.
“I was born with a human appearance, but I can tell that yours is merely a disguise wrapped around your body. Beneath it lies raging Electro energy. I can see it.”
Victor hated water. The first thing he remembered was an endless sea and the suffocating feeling of being unable to control himself.
It was hardly a pleasant memory.
He had spent five hundred years in Fontaine, and only after meeting the Traveler did he begin to discover who he really was.
That night, hoping to clear his head, he went out to practice swimming for the first time in ages, only to drown again after all that time.
And Paimon called him a weird thing.
Victor had gone all the way to Liyue on a solo business trip. He took a big gulp of tea and glanced at Zhongli beside him.
Victor: I hope you don't mind if I bring a friend along.
Zhongli: A guest is always welcome. Zhongli will be glad to have them.
Victor: He might put you on trial, so please don't take it personally.
Zhongli: If you'll excuse me, Zhongli must be going.
The officer's final destination, the grand trial, was supposed to be about judging Furina for not being the Hydro Archon. Why was he involved too? What do you mean, they suspect he's the real Hydro Archon... Don't joke around.

He'd planned to withdraw, but if they caught him deliberately throwing the match, he'd be fined. So he had no choice but to fight his way to the final, hoping for a strong opponent who would beat him and send him home.
Everyone in Snezhnaya dreams of becoming a Harbinger. He's an odd one out. To avoid a fine, he fought all the way to the final.
His opponent was Ajax, a battle maniac who had risen through the ranks of the Fatui. Nelson had heard a little about his exploits.
Another blade of the Tsaritsa, personally nominated by Mayor Pulcinella. The Eleventh seat seemed made for him.
If it had been anyone else, Nelson could have gone easy on them and let them win so he could go home. But his opponent was a battle maniac. The moment he tried to hold back, Ajax really would slice his neck with those dual blades, ahhh!
Nelson: I want to run away so badly. I'd rather freeze in the forest for two more days.
After finally losing, he went home in high spirits, only to be given a foreign assignment so he could take a break. Then Mayor Pulcinella rewarded him with a Delusion, and told him to carry it at all times. What was that about?
Nelson: A reward is a reward, but I already have a Cryo Vision. Why give me a Cryo Delusion? Couldn't you be a little more subtle?

The Emanators serving the Aeon of Destruction are also known as Lord Ravagers.
Among the many Lord Ravagers, Ruin is the destroyer of Elation, Zephyro points his sword at Nihility, and Starcrusher is considered the destroyer of Harmony... each of the others has a counterpart too.
But when the Aeon he had set his sights on was already gone, how would a Lord Ravager without a target carry out his destruction?
As for the answer, Herta, member #83 of the Genius Society, once made a statement no one understood.
“There's nothing left to destroy. What else can he do but retire?”
No one believed her. They all thought it was a joke she'd made on a whim. But they forgot that Herta had stated it as a fact, and that she, who was immersed in knowledge, never joked.
A silver-haired, red-eyed man and Welt were trying to do something untoward to the Conductor aboard the Astral Express.
Welt: Conductor, try on this mecha-style outfit. It's the last one.
He was holding a miniature mecha. Its size made it obvious that there was only one person on the train who could wear it.
Pom-Pom glared at them. “Dusty Passenger, Welt Passenger, that's enough! This is the last outfit. I'm not changing again. I'm a very busy Pom-Pom!”
The man called Dusty was not at all intimidated by Pom-Pom's anger. His red eyes brimmed with interest. “Conductor, I made this miniature mecha just for you. It's got all sorts of functions, and to match our Trailblazing spirit, I even added a short-range warp function.”
As he explained, Dusty swiftly put the “new outfit” on Pom-Pom. The fluffy Conductor was instantly transformed.
Dusty: Pfft... hahahaha!
Welt: It fits perfectly. Dusty, could you make one for me too?
Dusty: Sure, but I might not have enough parts. I'll see if there are any spare train components I can take apart and use.
Pom-Pom struggled inside the mecha, furious. “Let me out, Pom-Pom! And stop plotting to take apart the train!”
Dusty: Hahahaha, did you hear that, Welt? It's not that I don't want to make you one.
Another lively day aboard the Astral Express. The man who made Pom-Pom angry was called Dusty, and he was currently living out a pleasant retirement in the territory of the opposing side under a hidden identity.
Everyone who knew me among the Nameless is dead, so it won't be awkward if I try being a Nameless myself.
I was Nanook's first handpicked Lord Ravager, once a comrade who fought alongside him. We belonged to the same star system, Adlivun.
Akivili, Aeon of Trailblaze, I once resolved to bring you destruction.
