The Fiscal Bloodstream

By the time a grain of rice leaves a granary in Suzhou Prefecture, it is no longer just food. It is land tax, the salary rice of officials in the capital, provisions for troops stationed on the frontier, and relief supplies set aside for years of famine.

It will travel by canal boat, pass Jingkou, cross the Huai River, and make its way through treacherous terrain where the Yellow and Huai Rivers converge. Along the route, sluice officers guard the gates, canal workers row the boats, and river officials watch the banks for breaches.

Most of the silver that keeps this long journey going comes from the profits of the salt trade in the Huai and Zhejiang regions.

Salt workers boil brine, salt merchants claim their salt permits and pay silver into the treasury, and the Ministry of Revenue then allocates the funds to the River Works offices to build dikes, plug breaches, and dredge silted waterways.

Later generations reading history tend to focus on imperial edicts and arguments at court. But what has kept this vast empire running has never been only the schemes of emperors and ministers. It is the canal boats plying the waterways, the brine bubbling in salt fields, and the muddy currents surging beneath riverbanks, all forming a fiscal lifeline that has flowed for two thousand years.

When the lifeline is clear, granaries are full and the realm is at peace. Once it clogs or ruptures, even the grandest court will slowly lose its means of support and begin to crumble.

This book follows that lifeline, tracing the movement of grain, silver, and labor, and watching generation after generation clear, repair, and fight over it, until this ancient system reaches its end.
