The Konoha Registry Clerk Is Making Great Sato in the Ninja World Again Today

It's not widely known, but a certain island nation's household registration system is remarkably old-fashioned. It still insists on "one surname per household," or it won't register you.

Naturally, Uzumaki Kazuki, who transmigrates into the shinobi world from the manga written by a certain island nation's mangaka, has to deal with all of this.

That's right. He's a member of Konoha's household registration office.

To make matters worse, in this shinobi world, where family relationships are an incomprehensible mess, the Uchiha and Senju, those two rival clans, are actually brother clans, and all shinobi share the same ancestor!

And on the very day Kazuki takes office, Konoha's household registration System mutates. It turns into a high-tech System that gives out missions like a golden finger, and binds itself to him.

If the information isn't registered accurately, it's completely useless to him!

So how the hell is he supposed to register everyone?!

At the rate people with the surname Sato are multiplying, as long as humans keep getting married, the whole shinobi world will be called Sato in less than five hundred years!

What's even the point of having one surname per household? What am I even doing all this for?!

Little by little, the shinobi world drives Uzumaki Kazuki to the brink of madness. Here, children learn to hold knives before they learn to run, and the household registration System has more bugs than the old lady next door has chickens.

After agonizing over it, one day Kazuki finally goes completely off the rails!

He's going to run for Hokage!

He's going to unify the entire shinobi world!

All the friction, feuds, and hatred between shinobi clans; the endless fighting between shinobi from different villages; the mutual discrimination between clan shinobi and civilian shinobi...

His very first order after becoming Hokage will be for all shinobi to return to their ancestral roots and take the surname Otsutsuki!

The first thing he'll do after unifying the shinobi world is make every shinobi take the surname Otsutsuki!

But that's still not enough...

Right, how can the nobles who invented this godforsaken System and made the world what it is be allowed to stay out of it?

One day, after unifying the entire shinobi world, Uzumaki Kazuki is sitting in his partner Orochimaru's lab, watching him study White Zetsu, when he has another epiphany!

Why should nobles reap all the rewards while shinobi slaughter each other? Why are the nobles the ones assigning missions, while shinobi are treated like tools and non-shinobi treat them like monsters?

He'll make the whole shinobi world feel his pain!

Everyone's a naked ape, a member of the phylum Chordata and class Mammalia. Everyone's exploited by the nobles. There shouldn't be such a pitiful wall between shinobi and non-shinobi!

He'll solve this godforsaken household registration System, these godforsaken nobles, and this godforsaken world by "combining all the big Satos"!

"I'm going to make everyone in the entire shinobi world change their surname to Sato!"

"If everyone is named Sato, there'll be no barriers between us, and the world will be at peace!!"

Uzumaki Kazuki is absolutely convinced of this.

Content warnings:

1. This story is completely unhinged, so characters may be out of character.

2. There will be lots of original, fanon, and discarded worldbuilding.

3. Pairing: Uzumaki Kazuki x Orochimaru, switch.

The Uchiha Five are switches, too. There will also be various jokes and descriptions of close friendships in Konoha.

Other than Minato x Kushina, Shikamaru x Temari, and Dan x Tsunade, there are no other male-female pairings.

I'm multiship-friendly, so feel free to ship whatever you find in the comments. But I'll delete arguments and comments bashing any character.

5. The protagonist isn't a good person. You can tell from the company he keeps. He's a gloomy, unhinged, overworked fanboy who'll resurrect every character he likes.

So the main plot is really about the protagonist desperately investigating the truth and digging up gossip to fix the household registration, before exposing the conspiracy, bringing everyone's resurrection forward, and building a better world together.

6. The story is basically only unfriendly to Danzo. Even Black Zetsu gets put to work.
