Fake Imperial Edict: Present!

[Rewriting with a new premise. Waiting to adjust the category.]

Liu Xi transmigrated into the body of a eunuch with the same name.

He laughed for three days straight, and the sound of his laughter could be heard throughout the whole palace.

When someone saw him, they asked, "Lord Liu, what happy news have you heard?"

When a corrupt official who'd accepted bribes received an imperial decree, he saw Liu Xi laughing so happily and knew everything had worked out!

But the decree ordered his entire family executed!

What the hell was that *****?

What was there to laugh about?

Then Liu Xi returned to his quarters and crossed out "die laughing" on his list.

He couldn't die.

Which meant that when he opened his eyes, he'd still be a eunuch.

Who wanted to be a eunuch? To hell with this!

And so, he began courting death.

He forged an imperial decree.

Official A was incorruptible and had solved several major cases. An imperial decree praised him!

Liu Xi altered it: execute his entire family and wipe out his clan!

Official B had committed every kind of evil and conspired with Prince A to usurp the throne. The emperor had secretly ordered his execution.

Liu Xi altered the order and put him in charge of the Wind-and-Cloud Tally.

Then...

Liu Xi wrote a confession, intending to present it to the emperor. The moment he entered, he heard the emperor say:

"It turns out Liu Quan was an assassin from the Sanfeng Sect. He disguised himself and went into hiding in the capital, leading members of his organization in a string of assassinations against officials. They became a private army supported by powerful families! Fortunately, his entire family was executed."

That was Official A.

"The Rui Prince plotted against the Qin family years ago, leaving only one young son alive. He lived under an assumed name until today, finally getting the chance to avenge them and put an end to the Rui Prince's rebellion. The Wind-and-Cloud Tally was a huge help."

That was Official B.

"Little Liu, if I remember correctly, you were the one who delivered those decrees, weren't you?"

A slippery, lazy, extraordinarily capable top with strength, brains, and incredible luck VS a long-serving, old-fashioned courtier bottom who spouts nonsense with a straight face
