Everyone in the Shinobi World Is My Best Friend

As everyone knows, Western fantasy mages can call upon the power of spirits by chanting. Some say these elaborate, beautiful incantations are basically just, "Hey, high-ranking spirit of xx, at coordinates xx, give me a seventh-tier wind spell. I'll pay xx mana."

After transmigrating, the protagonist gains this very ability.

But there are no magic spirits here, only ninjas on the New Continent.

The protagonist has lost his memory and forgotten everything, except that he can make contracts with people and use their abilities.

All he has to do is chant in his head like a magician: "Dear friend Uchiha Obito, please grant me the power to phase for five seconds. The cost is 50 chakra, 100 points in compensation, and 10 chakra for tax. Thank you."

Then he gets the phasing ability, and Obito, who is in the middle of the Fourth Shinobi World War and fighting Kakashi, charges over and beats him up for failing to phase.

When the protagonist transmigrates, he's still a child, and he lands in an orphanage. He thinks of making contracts as making friends, and wants to befriend every powerful person he can, recording them all in his Friend Book.

To pay the chakra (mana) cost of using the abilities of his contracted friends, he even makes himself a jinchuriki.

But by the time he's finally made contracts with almost everyone and has built up enough chakra (mana), he looks back at his Friend Book and sees his friends fighting!

The older brother who raised him at the orphanage has gone off to start the Fourth Shinobi World War.

The Uchiha slacker he once went adventuring with is now trying to put all humanity to sleep.

His once-spirited genius friend has become a gloomy, lifeless young man.

The protagonist wonders if there's anything he can do to help.

But that's the domain of cheat-level geniuses.

Protagonist (thinking): Actually, I'm pretty powerful too.

Everyone: What is this guy, who can't master any ninjutsu and isn't even a ninja, talking about?!

Protagonist: But I can use 99% of the abilities in the Shinobi Encyclopedia!

Don't underestimate someone who befriends every powerful ninja!

* Possibly a slow-burn growth story. The protagonist eventually becomes a versatile powerhouse.

* The protagonist seems sunny and goofy, but is cold inside, a cheerful ghost with a gravity-based, self-serving streak (?). He'll remain a child for a long time, and his body will grow very slowly.

* Possibly a slice-of-life growth story. The protagonist gets to shine, and everyone shares a friendship/family bond.

Theme: Friends stick together for life
