A laid-back, reborn emperor uke x a hard-working, transmigrated top scorer seme
The uke's perspective:
Shen Yancheng was emperor for five years, then died suddenly from working too hard.
Given a new life and sent back to the year he first ascended the throne, he decides to take it easy and enjoy this life.
But the top scorer who enters government service in the same year can't stand seeing him lounge around. He works diligently at court every day, and even after the court session, he goes to the imperial study to remonstrate with the emperor.
Shen Yancheng's leisure time is gone just like that. Furious, he announces at court the next day that no one is to come and remonstrate with him after court from now on.
When the top scorer hears the news, he kneels outside the hall all night, reciting the stories of diligent and conscientious emperors from past dynasties, begging the emperor to apply himself.
Shen Yancheng: "..."
I died in my previous life because I worked too hard. Did you know that?
The top scorer has no idea. In order to make the emperor work hard, he carries his luggage to a side hall, intending to keep an eye on the emperor every day.
Shen Yancheng is helpless. He puts on an act of diligence every day, and manages to get by.
That is, until the top scorer is drugged, pins him to the bed, and has his way with him all night.
Shen Yancheng: "..."
My dear subject, I only wanted a few more days off. I wasn't quitting the throne!!!
The seme's perspective:
Pei Guanxin is a sophomore majoring in history.
One day, after staying up all night to finish a novel, he sees that the emperor in it lets the country fall into ruin by being too lazy. Furious, he posts three long reviews, then goes to bed in a huff.
He never expects to wake up inside the book.
To change the story's ending, Pei Guanxin makes his way from a remote county to the capital to sit the imperial exams, becoming the top scorer.
He holds firm to his beliefs. Starting on his second day at work, he begins urging the emperor to govern diligently, warning him not to waste time and invite trouble down the road.
But no matter how hard he tries, the emperor remains unmoved. He nods perfunctorily, picks up a storybook, and starts reading. Perhaps he sees something amusing, because he even laughs aloud.
Pei Guanxin: "..."
Do you even know your country is about to fall apart?!
Pei Guanxin is furious, but there's nothing he can do to the emperor, so he carries his luggage into the palace and settles in the side hall. He finds military treatises, books on ritual, and all the rest, piling them in front of the emperor so he'll read more.
When the emperor comes back from court and sees the desk piled high with books, he gets into an argument with him: "Pei Guanxin, take all this rubbish and get as far away from me as you can."
Get away... of course he can't.
Half a month later, Pei Guanxin is drugged and sleeps with the emperor.
All night long.
The next day, before he's even fully awake, he gets kicked out of bed. Looking up, he sees the emperor's face full of anger.
Pei Guanxin hasn't even had time to put on his underwear. Kneeling at the emperor's feet, he says, "Your Majesty, I'll take responsibility for you."
"But you can't slack off!"

A few notes for readers:
1. A fluffy, brain-off bedtime story, no angst. The author has turned over a new leaf and found their conscience, though not by much.
2. The focus is on romance, with little political intrigue. It won't be too long, around 200,000 characters, though it might not even reach that.
3. The uke is reborn, and the seme transmigrates into the life in which the uke slacks off.
4. Happy ending, one-on-one, younger seme, alternate history, fictional content.
