Ruler

The person holding the ruler is the "anchor of the order of heaven and earth" - he uses his ordinary mind to set the rules of immortality, he uses the rule to lock cause and effect, and he uses his faith to suppress the heavens. The core of holding the ruler: The ruler is divided into three realms [Measuring Mortals, Measuring Immortals, and Measuring Heaven]. It does not absorb spiritual energy, does not cultivate golden elixirs, and does not overcome tribulations. It cultivates "credibility", "order value" and "wishes". The stronger it is, the more blessed it is by the rules of heaven and earth. It can judge immortals, punish gods, and suppress eras. It is the only existence in the heavens that is not suppressed by realms and can judge crimes across levels.
