Its boss quickly takes over the underground market, pushing old-timers Falcone and Maroni aside in the blink of an eye and reorganizing the market according to his own rules.
He also bribes the police department like crazy, massively upgrades its equipment, and uses the GCPD as his shield as he builds his empire.
He even pours money into Arkham Asylum to upgrade its facilities. The public suspects he knows he'll end up there sooner or later and is fixing up his future home.
Dick and the others had noticed the organization's movements long ago, but the last straw was you swiping Bruce's black card.
