The Biography of Xue Fucheng

Xue Fucheng (1838–1894), a native of Wuxi, Jiangsu, was an early reformist thinker and diplomat in the late Qing dynasty. He began his career in Zeng Guofan’s household, spent ten years in Li Hongzhang’s Beiyang administration, and eventually served as an envoy to Britain, France, Italy, and Belgium. Nearly twenty years before Kang Youwei, he proposed that “a joint government of ruler and people is the most balanced arrangement.” In his Treatise on Maritime Affairs, he bluntly advocated “building the nation through industry and commerce.” He helped repel French warships while defending Zhenhai during the Sino-French War, and argued forcefully in negotiations over the Yunnan-Burma border, winning back some of China’s territory and rights. Written in a restrained, realistic style and structured in five volumes and forty-five chapters, this book follows Xue from the waterways of Wuxi to the halls of the London Parliament, from the long memorial he wrote aboard a boat in Baoying to the negotiating table over the Yunnan-Burma border. Grounded in historical fact, brought to life through vivid scenes, and animated by ideas, it portrays a late Qing reformer who “embraced the new without forgetting his roots.” He saw the new world, yet his feet remained planted on old foundations. He was half a step ahead of his time in advocating reform, yet the era left him behind. This is not a story of a hero changing history, but the biography of a clear-eyed man who spent half his life compromising in the narrow confines of a weak nation to win half a step of progress.
