2143, New Avon Port, the federal eastern coastal intelligence hub. The Federal Bureau of Public Security (BPS) possesses the ultimate espionage weapon, neural imprinting technology: it can implant false identities into deep undercover agents, read in-depth intelligence of captured personnel, and accurately clean the memories of dissidents. Officials call it an "intelligence nuclear weapon of the new era." Technology is never equal: elites can use anti-jamming devices to evade censorship, but dissidents at the bottom will have their memories forcibly corrected in the name of "security clearance"; overseas undercover agents use a full set of imprints to lurk in enemy camps, but internal moles can use memory to cleanse themselves. In a damp corner on the second underground floor of the BPS headquarters, there is the most peripheral department of the entire intelligence system, the Review and Interrogation Department, code-named "Echo Chamber." This is the "garbage recycling bin" of the intelligence system: interrogators who took the blame for the failure of the operation, technicians who offended the action faction, survivors of field accidents, all "problematic" intelligence personnel are assigned here to handle spy appeal cases that have been rejected by the headquarters, dusty mole cases, and field death cases that cannot be closed. No one expects them to solve crimes. The real purpose of setting it up is to centrally monitor troublesome people and push them out to take the blame when something goes wrong.
