Rain Right

In 2042, as the extreme climate intensified, an artificial monsoon system "Tianheng" operating across the sea and land began to participate in the East Asian monsoon dispatch. It cannot make rain or tell clouds where to go. It can only use ocean humidification, high-altitude guidance, cloud seeding and supercomputing to make a certain future more likely to happen when the weather is already unstable. Zhou Jiming is a water vapor estimator at the Tianheng Joint Dispatch Center. Before an extreme drought hit, he was responsible for reviewing a set of key dispatch scenarios. There were no errors in the model, and all engineering constraints were established. However, when the plan entered the execution sequence, the probability of his hometown Heliang receiving artificial monsoon support dropped significantly. The rain has not really subsided, but the land has stopped sowing, loans have begun to tighten, and some people are preparing to leave; in another distant city, the same dispatch is helping reservoirs, hospitals, and tens of millions of residents survive the water shortage crisis. There are no bad guys and no one machine that can actually control the weather. For every choice, there are good reasons. But when humans were able to actively change the probability of rain for the first time, "weather" was no longer just weather. Starting from a rain that did not fall to the ground, Zhou Jiming gradually realized that what really needs to be recalculated may not be the clouds, but the boundary between humans and technology that has never been written into the model. "The Right to Rain" is a science fiction novel about climate engineering, artificial intelligence decision-making and ordinary people's lives in the near future. It attempts to ask: when technology can change natural risks, how should humans face the cost of every correct choice?
