[Haruka Toki] Emerald Waves at Spring's End

It's because of people like you that the sea is becoming barren. Why can't you understand? Born into a noble family, he was born with the duty to devote himself to the people's well-being. Though still young, his family standing and abilities meant he knew that the post of governor of a single province was not all that awaited him. Greater responsibilities lay ahead. To him, not only Iyo but the entire country was his responsibility. At first, Hisui once remarked privately, "The Iyo assignment is merely a stepping stone for a young nobleman making his first foray into officialdom." He wasn't sure whether Hisui had deliberately let the rumor reach his ears, but he felt that Hisui knew he had heard it, and didn't care. He wasn't the sort of person who would keep the peace simply by treating others with courtesy. As long as he remained in Iyo, sooner or later he would have to face Hisui's judgment of him. The fledgling he had watched over for three years was about to spread his powerful wings and soar into more dangerous skies. He had long been prepared for this, but when the eagle really did fly from his grasp, he was at a loss. "Governor, you're not a child anymore. I don't want to... coddle you."
