[Western Crossover] The One and Only Minister

Xilviya always thought the handsome young gentleman with his red lips and pearly white teeth was the kindest person to her in the world besides Bruce.

Until she saw with her own eyes that the kind young man she admired had taken down half the Gotham Police Department single-handedly.

Xilviya: "Liar. I've seen right through you. Goodbye!"

The young man, with green hair and greasepaint on his face, turned around with difficulty.

Reader's note:

* The pairing may be with Batman or Joker, so choose carefully.

* The setting is full of my own headcanons, the timeline is a mash-up, and any out-of-character moments are my fault.

* I'm slowly catching up on the shows, so updates will come whenever.

Theme: Building a civilized city is everyone's responsibility.
