This film is the second installment in the Cold War series. Picking up where Cold War ended, it tells the story of Liu Kit-fai, who is promoted to Commissioner of Police after the Cold War operation, while the criminals from the past remain at large and even murder his wife. Facing an impeachment led by his colleague Lee Man-bin, Liu withstands the pressure and joins Legislative Council member Kenneth Fok to uncover the mastermind behind it all.
