One Piece: I Can Borrow the Powers of Every Devil Fruit!

Ian has spent eighteen years in the world of One Piece after transmigrating there. With no golden finger or special lineage, he fights his way from the Marines' recruit camp to graduation through sheer effort, working two hundred times harder than anyone else. On New Year's morning, the Divine Treasure Chest System finally comes online, granting him a nine-star Demon-Control Ring. It can absorb, seal, and release any Devil Fruit power without the user having to eat the fruit, and it ignores the sea's curse. Aokiji personally recruits him into the secret SWORD unit and rewards him on the spot with a Clay-Clay Fruit. The ring absorbs it, leaving behind a useless husk, and the power enters Ian's body directly. From the start, he's got a Special Paramecia.

Then comes his mission: defect from the Marines, infiltrate the New World as a pirate, and spy on the Four Emperors. On the training ground, Kujaku provokes him with the Whip-Whip Fruit. Ian molds clay into Whitebeard, who lets out a "Gurarara!" and scares the Marines into shrieking like ghosts. His transfer to Impel Down has already been issued. It holds the greatest concentration of dangerous criminals in the world, and Ian is eyeing more than just a chance to hone his skills: he's also after the Devil Fruit users locked at the bottom of the prison. The ring feels cool in his hand. The next unlucky soul whose power he's going to borrow is already on his list.
