In the Legalist view, the state and the people are in opposition and are a zero-sum game. If the people are rich, the country will not be strong, and if the country is strong, the people will not be rich. Although "Third Grade Platinum" was not really platinum, Emperor Wu forcibly set a face value for it that was even more outrageous than platinum. How outrageous is it? Emperor Wu stipulated that a coin with a dragon pattern is worth three thousand coins; a coin with a horse pattern is worth five hundred coins; and a coin with a turtle pattern is worth three hundred coins. The price of silver in the Han Dynasty was very low, only fifty yuan per tael. The standard weight of a dragon-patterned coin is eight taels, which is equal to four hundred cents when converted to silver prices. Dragon-patterned coins are also mixed with a large amount of cheaper tin. The actual value of a dragon-patterned coin is actually less than one hundred cents. Emperor Wu forced the issuance of this currency, but insisted on setting it at 3,000 yuan. The value was so inflated that it was horrifyingly high. Emperor Wu's indiscriminate issuance of such huge amounts of fictitious currency is exactly the same as the government's indiscriminate issuance of currency in modern times to rob wealth from the hands of ordinary people. However, Emperor Wu ignored one point: this kind of "platinum third-grade coin" is not difficult to counterfeit, and ordinary people are not fools. The government made it for me. As a result, Emperor Wu's purpose of making money was not achieved, and the country's monetary system collapsed. Emperor Wu had to impose strict laws. Anyone who committed theft, regardless of the seriousness of the crime or the amount, would be put to death upon discovery. As a result, "five years after he made platinum and five baht coins, he pardoned the officials and the people who stole money and hundreds of thousands of people died without realizing it." Those who kill each other are unstoppable, and those who are willing to escape are more than a million, but they cannot escape half of them. The world is probably full of money." (Historical Records Pingzhunshu) The total population of the country in Emperor Wu's era was roughly between 30 million and 40 million. This means that in order to combat the trend of piracy, Emperor Wu had to put at least 1/30 of the people in the world in prison. It is unknown how many people lost their heads because of this.

Historical Records It is said that Shang Yang's reform "has been in effect for ten years, and the people of Qin are very happy. There are no robbers on the road, there are no thieves in the mountains, and there are enough people at home." Because Shang Yang believes: "The people are weak and the country is strong. A country is strong and its people are weak. Therefore, a righteous state relies on its weak people. "According to Shang Yang's logic: when people are poor, they will be motivated to seek wealth; when they are rich, they will be "promiscuous" (Shang Yang's so-called "promiscuous" refers to the desire for wisdom); when they are "promiscuous", the country will have "lice" and cannot be strong. Therefore, the state must find a way to "reasonably" take away the wealth of the people after they become rich, so that they will fall into poverty again. Only in this way will the people's motivation to seek wealth be re-energized. They are exhausted for survival and have no energy to seek wisdom, and there will no longer be "lice" in the country.
