Luo Ru is ordered to report for duty in the Shaanxi-Gansu-Ningxia Border Region. On her very first day crossing the Yellow River, she is arrested by Yang Zaixin, deputy section chief of the Border Region Security Office, who has come to meet her. Yang arrests her for no reason other than a top-secret intelligence report she has brought with her. Luo Ru flatly denies carrying any intelligence.
