In the Fusion Era, the thirteen cities of glory leave people's lives to the system's decision. Some were elected to the upper city, some were left in the lower city, and some were sent to the array and never came back. All results are numbered, signed, and publicly recorded. Until a certain integration day in the Sixth City, an old agreement that should have been deleted long ago was rekindled. Permission zero, confirm survival. Since then, cracks have begun to appear in the system. The rewritten files, the missing names, the old sewer case that was sealed three years ago, and a "zero procedure" that is about to cover the thirteen cities. No one knows who the zeroth authority points to. No one knows that the person who was erased from the system is rewriting its rules from the bottom.
