After the thirty-year "Plenty" incident ended, the Cat Alliance established the Nyaran Enigma Investigation Bureau (NEIB). The agency is responsible for investigating, recording, evaluating and archiving all types of anomalies that are beyond the scope of established scientific understanding. Most of the investigations turned out to be just misunderstandings, a few became scientific, and a handful of incidents remain unexplained to this day.
