The Auspicious Time Has Arrived, the Time of Divine Judgment

Every year (sixty years), Heaven descends its auditing eyes to examine whether the emperor on earth is "competent" for his duties. If it fails, it will bring disaster; if it passes, it will bring good luck to the country. The moment when the audit results are announced is the "auspicious moment" - at that moment, the whole world knows at the same time: whether the dynasty will rise or fall, and whether the emperor will stay or be abolished.
