Help! The Entire Court Can Hear My Worldbuilding Ideas!

Song Hui, a lecturer on unofficial history, transmigrates into a fictional dynasty as a low-ranking fifth-rank official.

Here, court debates sound like a marketplace. The civil and military officials are busy building castles in the air, and nobody asks where the foundations are.

The generals are arguing so fiercely about "how to cross the river" that they're nearly coming to blows. Song Hui's professional instincts kick in at once:

[The first lesson from A Historical Record of Ancient River-Crossing Tactics Gone Wrong: Ignore the hydrology and weather, and charging straight in is just throwing away lives. Here's a case in point. Summer floods, undercurrents, low temperatures: all the debuffs stacked up.]

[Classic tactical review: The best solution here is to seize the bridge. Add some simple firearms... Oh, gunpowder hasn't been invented yet? Then the stuff in fireworks...]

As he passionately drafted in his head, the grand hall fell deathly silent.

The emperor tapped his fingers on the arm of the throne, thoughtful. "Minister Song, you seem to know quite a bit about gunpowder..."

From then on, his daily life at court became a matter of wildly analyzing everything in his head while pretending to be a timid quail on the outside.

Trade on the frontier? Silk in exchange for warhorses?

[New entry for Classic Cases of Wasteful Diplomacy: Trade high-end luxury goods for the other side's strategic resources, and congratulate yourself on a great deal. What the steppe really needs is iron pots, salt, and tea! Wait, if they get stronger, will they attack us?]

[Crisis management plan: Send them The Complete Guide to Raising Rabbits and Cooking Them a Hundred Ways. Use food and economic ties to keep them in check. Perfect!]

The Minister of Revenue looked at him as if he had seen a ghost.

Reform the imperial examinations? Replace poetry and prose with the eight-legged essay?

[Suggestions for updating the selection system: Discard rote interpretation of the classics and add practical policy essays. Attached: An analysis of why we need to test candidates' ability to withstand pressure.]

The next day, he found a polished version of his "inner thoughts" among the confidential memorials in the imperial study.

Years later, Song Hui had risen to the highest ranks of government. In the royal archives, he found a book titled Records of Heaven's Hearing. It neatly documented every court discussion, and at the bottom of each page was a small annotation: one of the unfiltered outbursts he'd made in his head back then.

He closed the book and took a deep breath. "So the history of this dynasty's rise is basically a complete record of my inner thoughts being mistaken for divine revelation and making me die of embarrassment?"

The CP is the emperor. He is diligent, cares for his people, and has no imperial harem.
