The first step to founding a village: be honest with the Apocalypse.

The God of Shinobi thought he could live happily ever after with his younger brother and the Apocalypse. He never expected that once the burden of the clan was lifted, the Apocalypse would start letting loose.

One:

Mr. Apocalypse: What? Tobirama's experiment went wrong? It's no big deal. Give the kid to my younger brother. The Uchiha will raise him well.

The God of Shinobi: I actually meant that we could be together.

Mr. Apocalypse: What are you talking about? We're brothers!

Two:

The supposedly gentle Apocalypse, the Asura: Together, no one in this world can defeat us. We're the best partners!

The supposedly gentle Apocalypse, the Asura: Let's join forces, bring the Warring States to heel, and beat them one by one. Anyone who dares cause trouble, we'll wipe them out!

The God of Shinobi: !!!

Three:

Mr. Asura: You want to submit an application and contact the daimyo to found a village? The daimyo wants me to show good faith? Has the daimyo grown tired of living? I have to get his approval for land I want? He's got some nerve coming here to pick a fight!

The God of Shinobi: Um, that land belongs to the daimyo.

Mr. Asura: Does it have his name written on it? He hasn't built a road or planted a tree, but he opens his mouth and demands money? That's provocation! Come on, let's join forces and wipe him out!

The brand-new Hokage: Village chief life is different this time. Don't ask. It's fun, but exhausting.

Theme: Uphold equality and oppose class divisions
