Rules of the Strange Tales for Gothamites in Mihua Town

Dorothy was born and raised in Gotham and graduated from Gotham University's psychology department.

After she'd had enough of this screwed-up city of sin, she saved up enough money and bought a plane ticket out of Gotham, heading somewhere the Arkham lunatics would never show up:

Tokyo, the city of neon lights.

At first, she just wanted to live a quiet life.

Then she rented four haunted houses, stumbled across three robberies, and got caught in two explosions. Dorothy couldn't help drawing a sharp breath.

Next, an older sorority sister from her university days gave her a copy of the [Mihua Town Survival Guide].

When Dorothy opened to the first page, it read:

1. If you see a black-haired little boy in a blue suit, glasses, and a red bow tie at a restaurant, hotel, amusement park, or newly built high-rise, leave immediately.

She looked down at the innocent-faced little boy by her leg, who was calling her "Sister Dorothy" in a shrill little voice, and fell silent.

She discovered that not only was this place bizarre, but she herself was starting to act strangely, too.

Sometimes, it seemed, she would wander into other people's dreams, and each dream came with a set of [Rules] she had to follow.

[Shadows of the Police Academy]

Dorothy watched the café worker, who claimed he'd been a bad student and started taking odd jobs after graduating high school, step up to accept an award as the top student in his year.

The café worker: "You probably won't believe this, but I used to dream of becoming a police officer."

[Mermaid Morishima]

"I crawled out of a grave too," said her childhood friend, who weighed 180 pounds, "but I don't think I have anything to do with immortality."

[The Kiss of the Century]

Beneath London Bridge, she came face-to-face with the cop she least wanted to run into.

Enough already. Don't tell me an FBI agent like you has romantic dreams, too.

Later, she realized that dreams might not be just dreams.

And on the third Christmas of her first year in Mihua, the robed worshippers, delirious with fervor, called out to her: "Master of Dreams."
