1. This story is entirely fictional, from place names and institutions to workplace settings and administrative structures. Everything is made up by the author, so please don't judge it by real-world standards or complain that the setup is unrealistic.
2. There are no political conspiracies. All the police officers and public servants are positive, upright, and wholesome!
3. The main plot is solving cases, and the secondary plot is romance. It's a story about two older single men...

This paragraph is unreasonable. A deputy captain of criminal investigation who has worked for several years cannot possibly not know that drug addicts can carry the virus. No matter how careless a person is, if his professionalism is slightly damaged, he will immediately think of this possibility. It's not appropriate to wait until the report comes out to realize what's going on.
