Working as a Warden in Gotham City [Western Crossover]

A deserted island, thirty thousand dollars, and an amnesiac prison warden, tasked with building a prison.

Elisa thinks it's impossible. People should know when to quit in the face of difficulty.

But she starts from the island, with no choice but to build. She can only grit her teeth and get on with it!

Thirty thousand dollars in starting funds is far too little. Elisa tries to apply for a grant from Gotham City Hall, but the city government is so corrupt that she can't get one.

She tries taking in more prisoners to earn a hefty subsidy, but the limit is 600,000 prisoners a day, and the impoverished prison can't house them all.

...Looks like she'll have to go scavenging.

The good news is that Gotham is vast and rich in resources, with treasures everywhere. No matter where she goes, she can find useful things other people have thrown away.

The bad news is that every trip to Gotham requires a ticket costing a thousand dollars, making an already impoverished household even worse off.

Then, while hoeing the ground, she inexplicably dug up an amnesiac pixel person with no name. After that, contraband in the prison increased a hundredfold. By confiscating and reselling it, she made a decent sum of money.

Finally, after pinching every penny, the prison was running successfully. The prisoners, however, thought the experience was atrocious.

Rows of toilets in the cafeteria, dormitory cells housing a hundred people, an execution chamber beside the chapel, exposed showers built along the corridor...

The prison's bizarre and deranged layout left every prisoner who entered it stunned.

Help! What kind of hellish prison is this? Batman, help!

*Pairing with Jason.

*No timeline. The whole story is comedic, friendly to superheroes, and indiscriminately torments supervillains.

*I couldn't come up with anything for the original prompt, so I couldn't write it.

Theme: No matter how faint the hope, always press forward bravely.
