A wildly popular VR game begins closed beta testing. Each year, cities from different regions fight to the death. Only one region will remain, and then the game will officially launch for everyone.
The NPCs are bound to their cities, and every city’s destruction brings the end of its leader.
Annie, an NPC who has won the championship three times in a row, knows this all too well.
After the third war ends, Annie renames [District 13] to [Gotham].

Cunning cities each have their own way of winning.
Some cities hold human-cleansing campaigns, driving out weak players and keeping the strong.
Some hold Hunger Games at random, allocating resources to the predators.
[Gotham] adopts an everyone-is-evil policy. Annie turns the city into Arkham Asylum’s inpatient ward, focusing on raising a den of vipers.
Until one day, another wave of players floods into the closed beta.
A man named Batman keeps the city safe.
A blue-eyed professor, who specifically chose to have no hair when customizing his face, takes in mutants.
Most importantly, they refuse to spend money in the game!
Annie watches the superheroes, violent criminals, and lunatics brawl in the streets, and even successfully kicks these players offline.
Annie, who happens to be inspecting the city: !
Stop fighting! Please, stop fighting!

Gotham grows gentler and more courteous, while NPCs in the game’s other regions grow increasingly violent, sharpening their knives in preparation for the annual competition.
Annie: This is bad
I have a feeling... I’m doomed.

1. May have no CP, may be romance
2. The superheroes aren’t actually players. They’ve been transported into the game.
