Yokohama, a famous port city. More than 90% of its population, which makes up 3% of Japan's total population, has no powers. Because it was one of the main battlegrounds in the great war years ago, the superpowered people who had served as its main fighting force either fled or died. Those left behind, and those who moved in afterward, were mostly powerless people driven out of other places.

Because of this unusual situation, the systems used elsewhere to manage superhumans don't apply here. Whether they are heroes or officials who manage the superpowered, nearly all those who settle in the city find it impossible to stay because the people reject outsiders. Hero agencies can't get established here, either. Of course, native-born superpowered people are the exception.

Instead, the people rely on three major organizations: the Port Mafia, the Armed Detective Agency, and the Special Ability Department. The Special Ability Department rules the daytime, the Armed Detective Agency the twilight, and the Port Mafia the night.

And this story takes place in this rather unusual city of magic...
