The government has a machine that turns you into a table, a machine that watches you around the clock. It can see everything in your life, even the violent crimes committed by ordinary people. I know this because I work for the machine.
The government won't do anything about these crimes, but my boss pays us to take them on.
With so many superheroes and vigilantes out there, you're unlikely to notice us.
But whether you're the perpetrator or the victim, if your Social Security number comes up, we'll find you.

The Winter Soldier Echo first met at a Hydra research facility was like a blade, like a cold wind. One look from him brought to mind ruthless killing and icy cruelty.
...Compare that with the washed-up geek who now spends whole days in the library whenever there are no numbers to save. He's scruffy, with a world-weary look, wearing a "You Know Nothing of the Dark Side" T-shirt and "You Know Nothing, Jon Snow" sweatpants he bought at a convention, and Rainbow Dash slippers. He cares about nothing except stealing snacks. Echo can only throw her head back and laugh...
Fate is so damn adorable.
Echo: "This isn't the ending you were meant to have."
Winter Soldier: "I just hope everyone else gets a happy ending."
This story is set in Person of Interest. Samaritan was never activated, and not a single one of the dead ever died. Then one day, a young girl named Echo arrives from Britain. She can do magic.
Through a series of wisecracks and antics, the Winter Soldier, now free from Hydra's control, somehow gets dragged into this "helpful third party" and starts spending his days waiting for numbers, checking numbers, saving people with numbers, or stopping them...
Note: 1. The pairing is undecided. It might be with the Winter Soldier, or it might be no pairing, with the story focused solely on saving people and building tables.
2. A crossover of TV and film franchises, primarily Person of Interest, with various superhero shows from Marvel and DC, plus a little Harry Potter.
