Shen Shi is a notorious gaming streamer whose chat is mostly filled with hecklers and sarcastic trolls, making it hard to see any future for his channel.
That is, until Shen Shi discovers an obscure game
Yokohama Mayor Simulator
*
Q: How can a mayor with no supernatural ability manage people with supernatural abilities?
A: Spend money, cheat, and exploit bugs.
Shen Shi does all three.
When faced with the deranged old Mafia boss, Shen Shi takes the simple, direct approach: he throws money at the problem, maxing out the loyalty of everyone in the Mafia and effortlessly sidelining the old boss.
Then he carries out sweeping reforms to the Mafia right in front of him.
The old boss is angered to death.
[Congratulations, you have gained the allegiance of the new Mafia boss]
[Congratulations, you have gained the allegiance of the new Mafia executive]
Chat:
[...I hate rich people]
[How is this any different from ripping up money?]
[Ripping up money is illegal]
Faced with Yokohama's new detective agency, Shen Shi regards it with a scrutinizing gaze, then concludes it's worth nurturing.
What do you do when the agency has no money and no people?
Shen Shi cheerfully enters a cheat code and feeds the agency precious resources. The agency makes a name for itself overnight, and its doors are trampled by visitors every day.
[Congratulations, you have gained the loyalty of the Silver Wolf]
[Congratulations, you have gained the loyalty of the Detective]
Chat:
[Fair enough, the hacker is badass]
[Grinding, paying, and cheating? The game might as well just declare you the winner]
When the Ability Special Division refuses to accept its new boss and won't give up control of Yokohama, Shen Shi exploits a bug and sends everyone who disobeys him on arduous, time-consuming missions.
The Ability Special Division: I think...
Shen Shi waves a hand: You can come back once you've filled in the crater district.
Shen Shi: No achievements, no audience with me. Got it?
[You have gained... uh, the respect of the remaining members of the Ability Special Division]
Chat:
[Disobey him and he sends you straight to the crater district?]
[That's called starting from the bottom]
Shen Shi blazes through Yokohama, whipping every organization, large and small, into shape. He even gets his hands on an international criminal organization from abroad, keeping them as potential laborers.

After several months of satisfying gameplay, Shen Shi looks at the thriving Yokohama under his command and sighs: As expected of me.
Chat:
[Who was it that told me this streamer was a bad person and I could troll him all I wanted?]
[This game looks simple, but there's a pitfall every other step. It's seriously impressive that the streamer can beat it]
[I'm done for. I've been trolling him for so long, and somehow I've developed... a different kind of affection for him...?]
