At the End of the Dynasty: I Rule the World with Open Schemes

[Emperor and kingmaker + governance + infrastructure + male-centered protagonist + native-born (a creator god descends into the mortal realm)] The world is in decline, and its people suffer amid devastation. The god who created this world can no longer stand by and watch. He is reborn as Xiao Heng, Emperor of Dingguo. He has no memories of his time as a god, but he was born with an instinctive grasp of rules and a deep understanding of how to balance people’s interests. At sixteen, after years spent drifting, Xiao Heng takes the throne in a time of crisis. With no foothold at court, he relies on his own intelligence and political savvy to govern, continually adjusting his policies to meet changing realities. Land, agriculture, trade, currency, education, and oversight: he reforms them all, layer by layer. Starting with the unification of Dingguo, he expands outward until the entire realm is under his sway. Through several rounds of refinement, he builds a stable and prosperous world. Xiao Heng’s words Help ordinary people broaden their understanding. If that cannot be done for now, let the wise protect everyone. Each person should do their part. Everyone has strengths and weaknesses: build on the strengths, compensate for the weaknesses, and support one another. There is no need to fear losing control of the situation. It is fine if problems arise in some areas, as long as they are corrected in time. What matters is keeping a firm grip on the overall direction and the ultimate goal. Desire is neither right nor wrong in itself. What matters is guiding it well. (The protagonist relies on his intelligence to overcome one challenge after another. He makes good use of open strategies and balances the various factions by aligning their interests. Gentle in temperament yet deeply calculating, he cares for all the people. He treats every social class by the same standards and avoids provoking division, grounding every system in mutual benefit.) This book is also known as The Global Governance Handbook.
