Synopsis

Li Hongzhang (1823–1901) was a powerful late Qing official, founder and commander of the Huai Army and the Beiyang Fleet, and one of the leading figures of the Self-Strengthening Movement. Alongside Zeng Guofan, Zuo Zongtang, and Zhang Zhidong, he was known as one of the Four Great Ministers of the Tongzhi Restoration. His life spanned nearly all of the most turbulent, humiliating, and arduous years of China’s modern history. His achievements and failings remain an important subject of scholarly debate. Based on rigorous historical research, this book seeks to present a comprehensive and objective portrait of this complex historical figure and his tumultuous political career. It details how he established the Huai Army and played a pivotal role in suppressing internal rebellions, including the Taiping Rebellion and the Nian Rebellion, helping the precarious Qing dynasty achieve the Tongzhi Restoration. It focuses on his work and limitations as a central force behind the Self-Strengthening Movement. It systematically recounts his efforts to establish modern Chinese industrial, transportation, and communications enterprises, including the Jiangnan Arsenal, the Jinling Arsenal, the China Merchants Steam Navigation Company, the Kaiping Mining Bureau, the Shanghai Cotton Cloth Mill, and the Tianjin Telegraph Administration, as well as his efforts to build the modern Beiyang Fleet. In doing so, it reveals both his ambitions for “self-strengthening” and “wealth” and the constraints of his age. It offers an in-depth analysis of the difficult circumstances, negotiating strategies, calculations, and historical responsibilities he faced as the Qing government’s chief diplomat during a series of major modern-era diplomatic events. It portrays both the helplessness and controversy surrounding his role as a “plasterer” in the diplomacy of a weak nation. It explores his complex political networks, his place in the Qing court’s upper power structure, his relationship with Empress Dowager Cixi, and his political maneuvering and tactics. The book objectively assesses his historical achievements and serious mistakes, portraying a tragic figure who tried to make a difference amid epochal upheaval but could not escape the limitations of his time. Moving beyond simple praise or blame, this book draws on detailed historical sources to examine Li Hongzhang against the sweeping backdrop of late Qing internal strife, foreign threats, and the fierce clash between tradition and modernity. It considers the profound interplay between his personal choices and the tides of his era. By tracing his eventful and controversial life, Four Great Ministers of the Tongzhi Restoration: Li Hongzhang offers readers a vital and penetrating perspective on China’s difficult path toward modernization, the Qing dynasty’s decline, and the ideas and actions of the elites of that particular age.
