Synopsis

The Ten Rules of Hunters 1. A Hunter must have a target to hunt. 2. A Hunter must have at least a basic understanding of martial arts. This minimum requirement means training in Nen. 3. A Hunter License can never be revoked, for any reason. Nor can it ever be issued again, for any reason. 4. Hunters must not treat their fellow Hunters as prey. However, Hunters who commit heinous crimes are not protected by this rule. 5. Hunters who have made outstanding achievements in a particular field are awarded one star. 6. When a Hunter who meets the fifth rule and serves as an executive trains a junior Hunter who earns star honors, the senior Hunter is awarded two stars. 7. Hunters who meet the sixth rule and have made outstanding achievements in multiple fields are awarded three stars. 8. The head of the Hunters must have at least a basic level of trust to qualify for the position. This minimum level of trust means the support of more than half the Hunters. If the chairman's seat becomes vacant, a successor must be chosen promptly. Until the next chairman is chosen, the vice chairman exercises the chairman's authority. 9. The chairman has the authority to decide how new members are selected. However, any major change to the process requires the trust of more than half the Hunters before it can be implemented. 10. Any matters not covered here are to be decided by a vote at a meeting of the chairman, vice chairman, and advisory council. The chairman selects the vice chairman and the members of the advisory council.
