One Piece: Taking Charge of a Worthless Branch, I’ll Keep Fighting Even with a Bounty on My Head

Li Yan was guarding the 18th branch of the Navy in a deserted island and a dilapidated house, unable to recruit even a single soldier. The advent of the system forced him to run a branch to capture pirates and replace infrastructure. He had just trained back to the level of a third-rate swordsman, and Smoker's warship had only been delivered to the dock, and the evil dragon's territory had not yet been touched.

But the bounty missions released by the system are clearly displayed on the panel, and each one points to a larger pirate group, a higher bounty, and a more generous reward. The branch office building has just been topped out, and the gravity training room has only been in use for five days. The ten recruits are still tired and tongue-tied under twice the gravity. Li Yan is holding on to the pitiful merit points in his hand, and he has not even gathered the drawings for subsequent building materials.

The most terrible thing is that news has spread at sea - a pirate group with a bounty of over 10 million is moving in the direction of the 18th branch, with the goal of "killing a naval branch" to gain reputation. Li Yan stood on the newly built pier, looking at the small warship and a row of recruits who had not yet put on their uniforms. He suddenly felt that the dream of "the strongest naval branch" would probably start with the first beating.
