Investiture of the Gods in the Sui and Tang Dynasties

When Jiang Ziya conferred the gods, he appointed every celestial deity, but overlooked the divine offices of human worship, the underworld's cycle of reincarnation, and the gods of the people and the land. Heaven's divine ranks were full, yet no gods guarded the mortal world, enforced the laws of the underworld, or protected the common people. And so, over the next three thousand years: The mortal world was plagued by endless chaos The underworld filled with wronged souls Demons and monsters seized the chance to emerge The constellations nursed old grudges, and the Heavenly Way remained incomplete The Jade Emperor decreed: The end of the Sui and beginning of the Tang would be a cataclysm to mend Heaven, and the second Great Investiture of the Gods: the Investiture of the Myriad People
