Dear Reader: This book was compiled by later editors based on William Halsey's personal images, notes and government archives. To balance authenticity and readability, we have condensed millions of words of material into this book. We believe that this book accurately reflects the thoughts of one of the Earth Federation's most distinguished Prime Ministers. If the reflection is not clear enough, the problem may not be with the mirror itself. William would often approach the same thing in multiple ways. Therefore, readers need to judge for themselves whether any passage in the book illustrates which of the following points, or several of them simultaneously: a) What happened; b) what William thinks happened; c) William would like to see something happen; d) William wanted others to believe what happened; e) William wanted others to believe that he actually believed what was happening. Generally speaking, politicians are often less reliable when recalling failures than when recalling successes; when recounting events from the distant past, they are usually less reliable than when recounting recent events. Like all politicians, William's past experience was inevitably dominated by failures. Therefore, these records are always in danger of insufficient historical value. However, the great man did not have time to modify, add to or delete the early records in the light of subsequent events. On the contrary, this gives us the opportunity to sort out a document of unique value to scholars studying the history of the Earth Federation at that time from this large number of poorly organized materials. This book contains all of William's experiences as Secretary of State for the Colonies.
