City Blueprint No. 017

Architect Lin Zhou accidentally discovered that the urban public system was implementing a batch of old plans that had never been officially implemented: non-existent roads were recognized by navigation, addresses that had been demolished for many years were re-entered into the emergency system, and a cultural center that had never been built even generated complete fire plans and accident records. As the investigation deepened, Lin Zhou discovered that the house number is not just the location, but also determines whether a person can seek medical treatment, enter school, work, and who is recognized as a family member. Those left out by the wrong address actually live in the city but have no way of proving they belong here. When order conflicts with human existence, Lin Zhou must find a new urban rule - not to choose the only correct blueprint, but to give everyone the right to prove that they have come and lived, and to decide who can find him.
