The cosmic post office delivers the "final file page" to the entire galaxy - a blank form that can only be filled out by the civilization itself. All planets signed for it simultaneously, but collectively left it blank. Blue Star postman Ning Biepo received the only red instruction from the system: "The missing items must be completed within the stellar cycle, otherwise Blue Star will be marked as a 'passive civilization' and erased from the interstellar chart." To keep the coordinates of his home star, he must finish writing this file for a civilization that has long been silent, and sign his name in the "Sender" column - thus becoming the last observable signal left by the other party in the universe.
