Harbor City Undercurrent

The protagonists are not perfect heroes - they have been lost in missions, wavered in compromise, and almost betrayed the police organization due to their father's gambling debts. In the end, they found their original aspirations in brotherhood and sense of responsibility, and the characters have full arcs.
