"Interstellar Covenant" protection regulations Article 1 In order to protect the integrity and unity of the new civilization and promote the diversified development of cosmic civilizations and races, the following provisions are currently in place: 1. All new civilizations will be temporarily protected in accordance with regulations after they are reported, evaluated, and filed with the Space and Time Administration. 2.
