Read the first chapter. Is the author's timeline a bit unclear? Shisui was only three or four years younger than Obito. Itachi had almost started school when Minato became Hokage. Shisui was about five years older than Itachi. How could Shisui just go to school? Minato became Hokage less than a year before he was killed in the Nine-Tails Rebellion.
