Li Shu was originally a lost soul drifting aimlessly through the universe when a System from who-knows-where suddenly bound itself to him.
For some inexplicable reason, the System handed him an empty Xianzhou, made him its King of Hell, and tasked him with building the underworld and guiding departed souls across.
Li Shu: I'm the King of Hell? For real?

To build a better underworld and open up connections with other Xianzhou, the System generously let him choose two ghosts whose souls were no longer whole to help him.
Looking at the panel in front of him:
[Foxian flying ace] [Half-powered Vidyadhara High Elder] Li Shu fell into deep thought.
System: To help you travel the universe and find support for developing the underworld, we also fished up a few special souls for you.
Looking at the new additions to the panel:
[Sister of one of the Ten Stonehearts] [Adopted daughter of a certain Galaxy Ranger] [Thirteen-year-old adult] Li Shu finally understood.
Being King of Hell is great. This is the best job ever!

The six Xianzhou of the vast Silver Sea began hearing rumors of an Xianzhou no one had ever heard of before.
They say this Xianzhou can connect the realms of the living and the dead, letting people see their deceased friends and family again. Countless people discuss it, all trying to find a way aboard.
The Divination Commission detects that a suspicious, previously unknown Xianzhou is indeed stationed not far from the Luofu. Orders come down for the Luofu to investigate.
After stepping aboard this legendary Xianzhou, the Divine General at the head of the party looks enlightened.
Familiar faces appear on either side of an unfamiliar young man. The young man smiles gently at him.
Welcome to the Xianzhou, Death and Life.
*That's all the characters I can think of for now. I'll add more if I think of anyone else I'd like to bring aboard!
*Time is jumbled aboard this Xianzhou, so souls from any period might show up. It's normal for a thirteen-year-old adult to appear before the Honkai: Star Rail timeline (nods).
*I haven't decided on a CP yet. I'll see how things develop. Right now, that weird, unhinged ghost Dan Feng seems like a good fit (but that's not certain, so please don't place your bets yet).
*I stand by my two High Elders and one Artifex rule: Dan Feng and Dan Heng are two people, while Yingxing and Blade are one person.
Theme: Those we've lost will no longer be a source of regret
