Sama transmigrates to Japan.
Bad news: he doesn't speak Japanese.
Good news: the sandbox building game he played before transmigrating has turned into a System.
As long as he gets the happiness level of the residents of a place called Beika Town to 100 percent, he can go home.
Sama confidently rolls up his sleeves. "This'll be a piece of cake!"
But...
There are three murder cases a day.
The crematoriums are overflowing, the public is up in arms, and the police are overwhelmed.
Sama waves a hand. "Easy!"
Three police stations and six crematoriums. Oh, there isn't enough funding.
Then let's remove the emergency call buttons. Just dig a hole and bury the dead, then put up a gravestone.
But...
A week goes by, and all four seasons pass.
The weather turns bizarre, and residents complain that the temperature difference between day and night is too great. The cold medicine has sold out.
Sama waves his hand again. "Easy!"
He deletes the moon, making everyone work around the clock, with no time to get sick.
Watching the assets skyrocket, Sama wears a satisfied capitalist's grin.

When the ground suddenly rises and turns into mountains that form a ring, then sinks back down into a pool of water, creating an "artificial lake," Edogawa Conan, who has just solved nine murder cases in a row, is dumbfounded.
Conan tries to convince himself: "I must be too tired. This is all an illusion!"
But the very next second, he sees a smoking house fly over his head, go "splat" into the lake, swirl around in it, and fly back out.
Conan: "..."
Conan shuts his eyes and faints.
Amuro Toru, his eyes ringed with enormous dark circles, stares at the sun still hanging high overhead, his expression growing increasingly dazed.
After working for 30 hours straight, Amuro looks at the time and sees it's still noon. He goes numb.
As he walks, he suddenly realizes his viewpoint has gotten higher.
Looking down, he sees that the road has turned into an overpass, stretching above two buildings.
Amuro reassures himself: "I must be too tired."
He immediately slaps himself, and the overpass turns back into a road.
Just as he's decided that overwork is making him hallucinate, a garbage processing plant drops out of the sky, landing without so much as a ripple.
Amuro: "..."
He peacefully closes his eyes.
--
The culprit, Sama, clutches at the handful after handful of hair he's pulled out, with almost none left.
He wails, "Why isn't the happiness level going up?!"
