Heaven exists in this world.
It may not sound very scientific, but it's really there.
Qingqi Lisi is one of the people in charge of Heaven. He manages the good people who have died in the Neon region. For some reason, though, in recent years fewer and fewer people have qualified to ascend to Heaven. Most of them fall straight into Hell instead. With a shortage of staff, they are doomed to be overworked.
Who would have thought that even in Heaven, you still have to be an exploited wage slave? (Crying cat)

Qingqi Lisi loves playing video games, even though there aren't many people in Heaven who can play with him. Luckily, he's recently made a like-minded friend, Hagi. They often sit together and play all kinds of weird games. Even when Qingqi Lisi is doing his job of observing the mortal realm, Hagi can keep him company and chat for a bit.
No wonder he made it to Heaven, Qingqi Lisi mused. He's definitely my type.

Through Hagi, Qingqi Lisi learned that he had been a police academy student and had lots of good friends there. Once those friends died of natural causes, they would surely make it to Heaven too. Then Hagi could introduce them to Qingqi Lisi.
That promise came true a year later, when Qingqi Lisi reviewed a newly ascended man with unruly black curls.
Hagi said this was one of his classmates from the police academy.
So when, just a month later, Qingqi Lisi reviewed another young man with upturned blue eyes, and Hagi introduced him as another police academy classmate, it was only natural that he wasn't surprised anymore, right (?)
As much as it sounded like a curse, perhaps he wouldn't have to wait years to meet everyone Hagi wanted to introduce him to.
That was what Qingqi Lisi thought.

The Supreme God entrusted him with a long-term mission in the human world.
And so he jumped down from Heaven and arrived in the human realm. But who could have guessed that he'd jump onto the wrong timeline, arriving when Hagi and his companions hadn't yet graduated from the police academy? For the first time, he met Hagi and his friends while they were still alive.
Qingqi Lisi: !!!
Because his mission required it, and because he was a little curious about why Hagi and his friends had all died so young, he became their classmate.

Damn it! Stop coming to Heaven!
All of you, live good, honest lives in the human world!
Don't come see me until you've lived out your natural lives!
After spending a few years with these guys, Qingqi Lisi shouted the words above.

* The author is using this as practice for Detective Conan, written purely out of love.
The writing isn't great, the logic is dead, and the characters are out of character.
So many people write Detective Conan stories that are just too good, I had to write one myself.
No CP, male protagonist, with the brotherhood dynamic I like.
