Ayatsuji Yukito, a special Grade 1 dangerous ability user with the Special Division for Unusual Powers. His ability can ignore all cause-and-effect relationships and inflict "accidental death" on a target.
Because his ability is powerful and impossible to counter, once he has conclusive evidence, he can kill with a 100% success rate. As a result, he is under constant surveillance by the Special Division, and at the slightest sign of trouble, they will immediately take extreme measures to dispose of him.
But now, he's changed careers :)
