Report on Poverty Alleviation Across the Galaxy

A report has just come in from our correspondent on the scene:

According to Blue Star's new annual fiscal report, the government will launch a special poverty-relief plan called "Eradicating Poverty, Achieving Shared Progress" in 26 remote star systems.

...The plan's total investment is approximately 40 Blue Star people, with a total aid package of 185 billion Blue Star dollars. Its goal is to help carbon-based life forms in these remote star systems evolve as soon as possible and meet the standards for joining the Universal Alliance of Multiform Matter.

...Whether Blue Star's actions violate the Biological Evolution Regulations is currently under discussion by the Universal Joint Council.

[A story about the wealthy and powerful Blue Star Daddy bringing warmth and poverty relief to remote star systems]

Setting of the universe:

1. Blue Star possesses the most dangerous substance in the universe: water!!! The journey from a level-one to a level-five civilization was all thanks to water. (Water-molecule projectile guns are the universe's most powerful weapons. Export of all models is strictly prohibited.)

2. Humanity has advanced to a level-five civilization and repealed the Galactic Blockade Act. But spitting and discharging bodily fluids are still crimes of murder, and the fight to change that is ongoing.

No mechs! No major generals! No marshals! No bug-killing! A Star Trek-style adventure.

Bottom's POV. Both the top and bottom are from Blue Star. Childhood friends, reunited after a breakup.

Content warning! This story is self-indulgent, not just the protagonist, but the entire freaking human race.
