The Wasteland has twelve palaces, which established the Immovable City.
The twelve palace guardians are divine beasts who descended to the mortal world and took human form. At first, they championed justice and wore sacred beast masks to conceal their faces, so few people knew what the twelve palace guardians really looked like. They rarely entered the world, but whenever the common people faced tribulations, they often appeared and came among them. Thus, it was said that many of the twelve palace guardians lived and traveled through the martial world under human identities.
Later, the Wasteland endured many hardships, and the twelve palace guardians and the righteous martial world suffered many casualties. When the great calamity had finally passed, they withdrew from the world and never appeared in the martial world again.
The small city is not in the Wasteland. It lies in a remote borderland, cut off from the rest of the world. This is not the Wasteland, yet only in this small city does the legend of the Immovable City's twelve palaces endure.
