Author's note: This story has nothing to do with Penny Dreadful. I just like the Victorian-style name. The main pairing is a scheming emperor gong x a wicked, fiery-tempered queen shou. The secondary pairing is a scheming, womanizing (or so it seems) gong x a kind, talented, awkward shou.
