Synopsis

In 221 AD, Liu Bei established the Shu Han regime in Hanzhong. In its early years, the state focused on reforming official administration, developing the tuntian system, and restoring production. Shu Chancellor Zhuge Liang strictly enforced the law, maintained discipline, and clearly rewarded and punished, achieving considerable success. He could truly be called a wise chancellor of his age.

However, among the Three Kingdoms, Wei had the greatest military strength, Wu came second, and Shu was the weakest. While Liu Bei was alive, he was still able to listen to and heed Chancellor Zhuge's counsel. But after Liu Shan ascended the throne, he proved incompetent and foolish, favoring petty men and distancing himself from worthy ministers, leading to troubles at home and abroad and widespread public discontent.
