Super sunny chuunibyou X rookie with a dark streak
Theodore is a... chatterbox who is always full of energy and enthusiasm.
Being a chatterbox would be one thing, but he's also bad at reading the room. Luckily, he's sincere and means everything he says, so his coworkers eventually get used to him.
Recently, though, he did something huge, and the entire police department is being extra careful, afraid of setting him off.
Only Theodore is happy as can be, because he filed a formal report accusing four superiors, including his own direct supervisor, of corruption.
Thanks to his heroic deed, this world has taken another step toward justice! (Applause)
Then this famously oblivious guy applied for a lateral transfer himself, requesting a move to a place even the boss he reported couldn't bear to send him.
Gotham.

[Theodore Campbell, 27... Two years with the Baltimore Police Department, one year with the Los Angeles Police Department...]
Bruce closes the file and ponders. Why would a police officer with an excellent reputation and a bright future keep getting lateral transfers, and why come to Gotham?
“He says he's worried about retaliation.”
“What do you think?”
“I don't believe him.”

Theodore: (waving frantically) (beaming)
The Dark Knight: ...
Theodore: Hey, buddy! It's me! (bouncing in place)
The Dark Knight: What do you want?
Theodore: Are you here to investigate a case too? What a coincidence, so am I!
The Dark Knight: (looks at the other man's police uniform and says nothing)
Theodore: By the way, the little black dog next door went missing again, and the couple on the right are arguing again, and... (chattering away)
